Returned to Discovery Life to lead a team achieving a 98% improvement in capital projection model runtime for EV purposes, sacrificing less than 1.5% of precision. Produced capital optimisation papers for Vitality Life (UK) accepted by the actuarial committee, generating material capital savings for the group.
Identified a material technical flaw in the draft SAM legislation in 2011/12 and successfully lobbied the Prudential Authority for amendment — saving Discovery approximately R15 billion in required capital and averting a technically spurious insolvency. The methodology is now publicly available and used across the industry.
The actuarial profession is exceptionally capable. It is also, in important respects, stuck — in spreadsheets that should have been replaced a decade ago, in modelling platforms that have not kept pace with modern computing infrastructure, and in a collective reluctance to engage seriously with artificial intelligence, machine learning, and the data engineering practices that have transformed every adjacent quantitative discipline.

Anthony chose not to take the EY Executive Director role he was offered in 2019. He chose instead to build QARC — smaller, more agile, and more forward-looking than any of the environments he had worked in before. The network model was a deliberate design choice: to access the depth and breadth of capability that engagements demand, without the overhead and inertia of a large firm.
